Senators Olson, Stedman were excused from a call of the Senate. Senators Ellis, Kelly were absent. The prayer was offered by the Chaplain, The Reverend Gordon Blue of the Church of the Holy Trinity. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Creator God, when you speak there is light and life, when you act there is justice and love; give your blessing to this Senate of Alaska. Grant these women and men, our Senators, wisdom and grace in the exercise of their duties that this may bring light and life to the communities and people whom they serve. Give them courage, wisdom, and foresight to ful¿OO our obligations in the world. "The sparrow has found her a house and the swallow a nest where she may lay her young; by the side of your altars, O Lord of hosts." Senator Wielechowski led the Senate in the Pledge of Allegiance. Certification Senator Coghill moved and asked unanimous consent that the journals for the thirty-ninth through forty-first legislative days be approved as certified by the Secretary. Without objection, it was so ordered. Messages from the House Message dated February 28 was read stating the House passed and transmitted for consideration: First Reading and Reference of House Resolutions HJR 24 CS FOR HOUSE JOINT RESOLUTION NO. 24(STA) BY THE HOUSE STATE AFFAIRS COMMITTEE, Urging the United States Department of State to consider the priorities of the state while it holds the position of chair of the Arctic Council; requesting that the United States Department of State work in partnership with state officials to appoint a chair of the Arctic Council; and supporting the strategic recommendation of the January 30, 2014, preliminary report of the Alaska Arctic Policy Commission was read the first time and referred to the State Affairs Committee. 2014-03-03 Senate Journal Page 1837 Recess Senator Coghill moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 10:53 a.m. After Recess Joint Session in the House Speaker Chenault called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Huggins, who called the Joint Session to order at 11:03 a.m. The purpose of the Joint Session was to hear an address by the Honorable Mark Begich, U.S. Senator. The presence of Senator Ellis was noted. Senator Coghill moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Pruitt moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Huggins appointed Representative Nageak and Senator Wielechowski to escort U.S. Senator Begich to the Joint Session. The Senate Sergeant-at-Arms, Grace Ellsworth, announced Senator Begich's entrance to the House Chamber. The Honorable Mark Begich was escorted to the rostrum and welcomed by President Huggins. U.S. Senator Begich delivered his address. This address appears in House and Senate Joint Journal Supplement No. 11. 2014-03-03 Senate Journal Page 1838 Following his address, there was a question and answer period. Senator Begich received a standing ovation and was escorted from the chamber by Senator Wielechowski and Representative Nageak. Senator Coghill moved and asked unanimous consent that the Joint Session stand in adjournment. SCR 12 The Education Committee considered SENATE CONCURRENT RESOLUTION NO. 12 Proclaiming February to be Public Education Month, and recommended it be replaced with CS FOR SENATE CONCURRENT RESOLUTION NO. 12(EDC) Proclaiming September 2015 to be Public Education Month. Consideration of the Calendar Second Reading of Senate Bills SB 145 SENATE BILL NO. 145 "An Act relating to the Teachers' Retirement System, the Judicial Retirement System, and the Public Employees' Retirement System for qualified military service; relating to the 2014-03-03 Senate Journal Page 1841 definition of 'veteran' for purposes of housing, eligibility for veterans' loans, and preferences in state employment hiring; and providing for an effective date" was read the second time. SENATE BILL NO. 145 will advance to third reading on the March 5 calendar. Third Reading of House Resolutions HJR 26 HOUSE JOINT RESOLUTION NO. 26 Urging the United States Congress to provide a means for consistently and equitably sharing with all oil and gas producing states adjacent to federal outer continental shelf areas a portion of revenue generated from oil and gas development on the outer continental shelf to ensure that those states develop necessary infrastructure to support outer continental shelf development and preserve environmental integrity, was read the third time. Senators Wielechowski, Ellis, Gardner moved and asked unanimous consent to be shown as cross sponsors on the resolution. Without objection, it was so ordered.
