         oil production refined or processed in the state;                                                                      
         providing tax credits for qualified infrastructure

         processing facilities; and approving and ratifying the                                                                 
         sale of royalty oil by the State of Alaska to Tesoro                                                                   
         Corporation and Tesoro Refining and Marketing
