          CS FOR SENATE BILL NO. 140(L&C) "An Act                                                                               
          creating the Arctic infrastructure development                                                                        
          program and fund in the Alaska Industrial                                                                             
          Development and Export Authority; and relating to                                                                     
          dividends from the Alaska Industrial Development
