SCS 2d CSHB 23(FIN) am S recommends the following be adopted:                                                                   
                                                                                                                                
     FREE CONFERENCE CS FOR HOUSE BILL NO. 23                                                                                   
     "An Act relating to the Department of Transportation and Public                                                            
     Facilities; relating to the Knik Arm Bridge and Toll Authority;                                                            
     relating to construction of the Knik Arm bridge and appurtenant                                                            
     facilities; relating to toll bridge revenue bonds; establishing the                                                        
     Knik Arm construction fund, the toll bridge revenue fund, the toll

     bridge revenue bond redemption fund, and the toll bridge revenue                                                           
     bond reserve fund; relating to powers and duties of the state bond
