conducting seismic exploration and drilling certain oil or natural gas                                                          
exploration wells in certain basins; relating to the determination of the                                                       
production tax value of oil and gas production; providing that the tax                                                          
rate for new oil or gas production south of 68 degrees North latitude                                                           
and outside of the Cook Inlet sedimentary basin may not exceed four                                                             
percent of the gross value at the point of production; providing for an                                                         
effective date by repealing the effective dates of secs. 3 and 4, ch. 63,

the passage of the bill be considered the vote on the effective date                                                            
clauses. Without objection, it was so ordered and the bill was referred

Senator Meyer moved and asked unanimous consent to take up                                                                      
SENATE CONCURRENT RESOLUTION NO. 40. Without                                                                                    
objection, the resolution was before the Senate on final passage.                                                               
                                                                                                                                
The question being: "Shall SENATE CONCURRENT RESOLUTION                                                                         
NO. 40 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules                                                              
of the Alaska State Legislature, concerning House Bill No. 252,                                                                 
exempting certain small businesses from the corporate income tax,                                                               
pass the Senate?" The roll was taken with the following result:
