Full Journal pdf2012-03-30 Senate Journal Page 1989 SB 182 The Finance Committee considered SENATE BILL NO. 182 "An Act amending the amount of state funding provided to school districts for pupil transportation" and recommended the adoption of the Education Committee Substitute offered on page 1636 and further recommended the adoption of the following Letter of Intent: Education Committee Letter of Intent It is the intent of the Senate Education Committee that the Department of Education and Early Development establish minimum standards for proposals and contracts entered into by school districts to provide pupil transportation services. It is also the intent of the Senate Education Committee that the minimum standards include (1) a standardized time frame for the issuance and acceptance of requests for proposals; (2) minimum terms of requests for proposals and contracts that take into account unique regional conditions, including climate patterns; (3) the opportunity for departmental 2012-03-30 Senate Journal Page 1990 review of the terms of the requests for proposals and contracts, before issuance, for consistency with statewide standards; (4) alignment of contract terms, by July 1, 2016, with statewide standards for the Anchorage, Fairbanks, Juneau, Kenai, Ketchikan, Kodiak, and Matanuska-Susitna areas; and (5) alignment of contract terms, when feasible, with statewide standards for all other areas of the state not covered in (4).
