The Health and Social Services Committee considered SENATE BILL                                                                 
NO. 151 "An Act relating to mitigation at sentencing in a criminal                                                              
case for a defendant found by the court to have been affected by a fetal                                                        
alcohol spectrum disorder" and recommended it be replaced with                                                                  
                                                                                                                                
     CS FOR SENATE BILL NO. 151(HSS) "An Act relating                                                                           
     to inclusion of fetal alcohol spectrum disorders, traumatic                                                                
     and acquired brain injury, and intellectual disability in the                                                              
     definition of 'mental disease or defect'; and relating to                                                                  
     mitigation at sentencing in a criminal case for a defendant                                                                
     suffering from a mental disease or defect."
