    "An Act authorizing municipalities and nonprofit organizations to                                                           
    sponsor a program to encourage the safe use of bicycles as a mode

    Transportation and Public Facilities to include administration of

    of bicycles, and amending the duties of the Department of                                                                   
    Transportation and Public Facilities to include administration of
