     "An Act prohibiting the use of municipal funds to support or                                                               
     oppose an initiative proposal to circulate a petition for a ballot                                                         
     initiative, or to influence the outcome of an election concerning a                                                        
     ballot initiative, without approval by municipal voters at an                                                              
     election."
