     crime of sex trafficking; relating to forfeiture of property used in                                                       
     prostitution offenses; relating to sex offender registration; relating                                                     
     to testimony by video conference; adding Rule 38.3, Alaska Rules                                                           
     of Criminal Procedure; and providing for an effective date."
