The Judiciary Committee considered SENATE BILL NO. 277 "An                                                                      
Act exempting from regulation by the Regulatory Commission of                                                                   
Alaska and by municipalities generators of electricity from renewable                                                           
energy resources that sell electricity to regulated utilities" and                                                              
recommended the adoption of the Resources Committee Substitute                                                                  
offered on page 1704. Signing no recommendation: Senator French,
