    "An Act relating to credits against the oil and gas production tax;                                                         
    relating to the interest rates applicable on certain amounts due                                                            
    related to various taxes, penalties, payments, and the Alaska                                                               
    Gasline Inducement Act; relating to the use of the oil and gas tax                                                          
    credit fund to purchase certain tax credit certificates; and
