Full Journal pdf2009-08-05 House Journal Page 1217 HB 113 The following letter dated May 21, 2009, was received: "Dear Speaker Chenault: On this date I signed with line-item vetoes the following bill passed by the first regular session of the Twenty-Sixth Alaska State Legislature and am transmitting the engrossed and enrolled copies to the Lieutenant Governor's Office for permanent filing: SENATE CS FOR CS FOR HOUSE BILL NO. 113(FIN)(brf sup maj fld H) "An Act making supplemental appropriations, capital appropriations, and other appropriations; amending appropriations; making appropriations to capitalize funds; and providing for an effective date." Chapter No. 14, SLA 2009 [Effective Date: See Chapter] As passed, the supplemental operating and capital appropriations for FY2009 reduce demand on the general fund by $55.8 million. FY2009 has been a year of unprecedented revenue volatility. I appreciate all of the efforts made by state agencies to reduce spending in the current year through measures we implemented very early in the fiscal year and look forward to working with the Legislature to make further reductions. The Legislature and the administration have been aligned in our efforts to reduce spending and extend the life of our savings accounts during the current economic downturn. With these changes, less than $788 million will need to be drawn from savings to cover expenditures in FY2009. Through line-item vetoes, I have deleted the fiscal note of $86,700 in Section 13(d) relating to deceased permanent fund dividend applicants, which did not pass this session, and also a reappropriation in section 14(e) that was not necessary. The enclosed spreadsheet contains a summary of the vetoed appropriations including the page and line number, fund source, and the reason for the veto.
