Representative Johansen moved and asked unanimous consent that the                                                              
roll call on the passage of the bill be considered the roll call on the                                                         
effective date clause. Representative Johansen moved that the appropriation in Section 18                                                              
from the constitutional budget reserve fund (art. IX, sec. 17(c),                                                               
Constitution of the State of Alaska) be adopted.                                                                                
                                                                                                                                
                                                                                                                                
The question being:  "Shall the House adopt the appropriation in                                                                
Section 18 from the constitutional budget reserve fund (art. IX, sec.
