The Resources Committee considered SENATE BILL NO. 109 "An                                                                      
Act relating to the regulation and permitting of drilling and other                                                             
operations by the Alaska Oil and Gas Conservation Commission, to                                                                
civil penalties assessed by the commission, to reconsideration and                                                              
appeal of decisions and the allocation of costs in investigations and
