manufacturers, the affixing of stamps to cigarette packages, and                                                                
cigarette tax stamps; and providing for an effective date" and                                                                  
recommended it be replaced with                                                                                                 
                                                                                                                                
          CS FOR SENATE BILL NO. 84(JUD) "An Act                                                                                
          relating to the testing and packaging of cigarettes to                                                                
          be sold, offered for sale, or possessed in this state;
