RESOLUTION NO. 28(FIN) Proposing amendments to the                                                                              
Constitution of the State of Alaska relating to the budget reserve fund,                                                        
and to appropriations to and transfers from the fund; and dedicating a                                                          
portion of the petroleum production tax to the fund. Signing no
