          "An Act relating to the State Board of Registration                                                                   
          for Architects, Engineers, and Land Surveyors; and                                                                    
          relating to an exemption for persons certified by the                                                                 
          National Institute for Certification in Engineering                                                                   
          Technologies who are engaged in the design of fire                                                                    
          detection and suppression systems from registration                                                                   
          as architects, engineers, land surveyors, or landscape

providing for an effective date" was read the second time.                                                                      
                                                                                                                                
Senator Ellis moved and asked unanimous consent that the bill be                                                                
advanced to third reading and placed on final passage. Without
