Senator Stevens moved and asked unanimous consent that the recede                                                               
message on SENATE CS FOR CS FOR HOUSE BILL NO. 96(FIN)                                                                          
"An Act making appropriations for the operating and capital expenses                                                            
of the state's integrated comprehensive mental health program; and                                                              
providing for an effective date" which had been held on the Secretary's                                                         
desk (page 936) be brought up at this time. Without objection, it was
