Representative Samuels moved and asked unanimous consent that the

    "An Act providing for free hunting and sport fishing licenses for                                                           
    active members of the Alaska National Guard; and amending the                                                               
    requirements for the identification card needed for sport fishing,                                                          
    hunting, and trapping without a license by residents who are 60                                                             
    years of age or more; and providing for an effective date."
