Full Journal pdf2007-06-20 House Journal Page 1481 HB 96 The following was engrossed and enrolled, signed by the Speaker and Chief Clerk, President and Secretary of the Senate, and the engrossed and enrolled copies were transmitted to the Office of the Governor at 3:06 p.m., June 11, 2007: CONFERENCE CS FOR HOUSE BILL NO. 96 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date." Also transmitted was a copy of the following letter dated May 24, 2007, to Dr. William Doolittle, MD, Chair, Alaska Mental Health Trust Authority: "Dear Dr. Doolittle: In accordance with AS 37.14.005(c), this letter describes changes made by the legislature to the Governor's amended state's comprehensive mental health program for FY08 as appropriated in CCS HB 96. The enclosed capital report and spreadsheet compares CCS HB 96 to the Mental Health Trust Authority's budget recommendations. After adjustments for PERS reductions (a $4.3 million decrease), the legislature's budget is $7.4 million less than the Trust recommendations and $2.1 million less than the Governor's request. The Legislature accepted the Trust's increment requests for the following major programs: • $1,255,000 for a variety of education programs to encourage Health Care Service Careers in Alaska. These programs include Marketing Strategies, Recruitment, Training Centers, and Loan Forgiveness; • $700,000 to create an Autism Disabilities Council and maintain the Alaska Autism Resource Center. The Legislature accepted a portion of the Trust's increment requests for the following programs:
