The roll was taken with the following result: SCS CSHB 257(FIN) Effective Date Clause YEAS: 13 NAYS: 6 EXCUSED: 1 ABSENT: 0 Yeas: Cowdery, Davis, Dyson, Green, Guess, Huggins, Seekins, Stedman, Stevens B, Stevens G, Therriault, Wagoner, Wilken Nays: Ellis, Elton, French, Hoffman, Kookesh, Olson Excused: Bunde Olson changed from "Yea" to "Nay". and so, the effective date clause failed and SENATE CS FOR CS FOR HOUSE BILL NO. 257(FIN)(efd fld S) "An Act relating to and extending the pilot program for state procurement and electronic commerce tools" was referred to the Secretary for engrossment. Messages from the House Message dated May 9 was read, stating the House passed and transmitted for consideration: First Reading and Reference of House Resolutions HCR 22 HOUSE CONCURRENT RESOLUTION NO. 22 BY REPRESENTATIVE HARRIS, Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning Senate Bill No. 158, prohibiting the imposition of sales and use taxes on state construction contracts and certain subcontracts.
