     Insert new material to read:                                                                   
     "WHEREAS permanently repealing the estate tax will make it                                   
     more difficult for the United States Congress to fund the social                               
     security shortfall; and"                                                                       
                                                                                                    
Senator French moved for the adoption of Amendment No. 2. Senator                                   
Gary Stevens objected.
