          relating to the maximum annual regulatory cost                                            
          charge collected from certain regulated public                                            
          utilities and pipeline carriers and to public utility                                     
          liability associated with operating certain                                               
          transmission lines under a Regulatory Commission of                                       
          Alaska order for joint use and interconnection; and
