The following, which was on yesterday's calendar and not taken up                                   
(page 2100), was read the third time:                                                               
                                                                                                    
     HOUSE CS FOR 2d CS FOR SENATE BILL NO. 46(FIN)                                                 
     "An Act making and amending appropriations, including capital                                  
     appropriations, supplemental appropriations, reappropriations, and                             
     appropriations to capitalize funds; making appropriations under                                
     art. IX, sec. 17(c), Constitution of the State of Alaska, from the                             
     constitutional budget reserve fund; and providing for an effective                             
     date."                                                                                         
                                                                                                    
Representative Meyer moved and asked unanimous consent that HCS                                     
2d CSSB 46(FIN) be returned to second reading for the specific                                      
purpose of considering Amendment No. 2.  There being no objection,

constitutional budget reserve fund (Article IX, Section 17(c),                                      
Constitution of the State of Alaska) be adopted.                                                    
                                                                                                    
Representative Croft moved and asked unanimous consent that the                                     
question be divided.                                                                                
                                                                                                    
The Speaker ruled that the question was divisible.  There being no                                  
objection, the question of the appropriations from the constitutional

And so, lacking the necessary 30 votes, the appropriations from the                                 
constitutional budget reserve fund in Sec. 61(b) and (e) were not                                   
adopted.  Sec. 61(c) and (f) did not require two-thirds vote, thus were                             
adopted.
