The House Special Committee on Oil & Gas submitted the following

    "An Act authorizing tax credits against the production tax on oil                               
    and gas for qualified expenditures for challenged or                                            
    nonconventional oil or gas and for qualified expenditures for                                   
    nonconventional or renewable energy resources; giving the Act                                   
    contingent effect; and providing for an effective date."
