Representative Gara moved and asked unanimous consent that CSHB 4002(FIN) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1 was offered by Representatives Crawford, Gara, Kerttula, Berkowitz, Cissna, Gardner, Salmon, Gruenberg, and Guttenberg: Page 1, line 2, following "retirees" (title amendment): Insert "and on health care coverage for children" Page 2, line 7, following "retirees": Insert "and, shall all children in the state of Alaska have access to health care coverage." Representative Gara moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Rokeberg objected. **The presence of Representative Gruenberg was noted.
