Representative Coghill moved and asked unanimous consent that the                                   
following committee substitute be adopted in lieu of the original bill:

    "An Act relating to the regulation of insurance, insurance                                      
    licensing, surplus lines, insurer deposits, owner controlled and                                
    contractor controlled insurance programs, health discount plans,                                
    third-party administrators, and self-funded multiple employer                                   
    welfare arrangements; and providing for an effective date."
