The following, which was moved to the bottom of the calendar (page                                  
3581), was read the third time:                                                                     
    CS FOR SPONSOR SUBSTITUTE FOR HOUSE BILL NO.                                                    
    "An Act relating to associations of self-insured employers for                                  
    purposes of providing workers' compensation coverage and                                        
    allowing employers who are members of the same trade to form                                    
    associations for providing self-insurance for workers'                                          
      compensation coverage; and providing for an effective date."                                 
The question being:  "Shall CSSSHB 51(FIN) pass the House?"  The
