The Resources Committee considered SENATE JOINT                                                     
RESOLUTION NO. 31 Relating to urging the United States Congress                                     
to compensate the State of Alaska for the effect of federal land                                    
ownership on the state's ability to fund public education, and                                      
recommended the adoption of the State Affairs Committee Substitute                                  
offered on page 2562. Signing do pass: Senator Wagoner, Vice Chair;                                 
Senators Dyson, Seekins. Signing no recommendation: Senators Elton,
