The Finance Committee considered SENATE BILL NO. 347 "An Act                                        
relating to moratoria on entry of new participants or vessels into a                                
commercial fishery; relating to the establishment of a moratorium on                                
entry of new vessels into state groundfish fisheries in the Gulf of                                 
Alaska and adjacent state marine water; and providing for an effective                              
date" and recommended the adoption of the Resources Committee
