SENATE BILL NO. 108 "An Act relating to payment rates under the                                     
Medicaid program for health facilities and to budgeting, accounting,                                
and reporting requirements for those facilities; abolishing the                                     
Medicaid Rate Advisory Commission; and providing for an effective
