"An Act authorizing a long-term lease of certain Alaska Railroad                                    
Corporation land at Anchorage that is the subject of Alaska Railroad                                
Contract No. 8371; and providing for an effective date" and                                         
recommended the adoption of the House Letter of Intent (House
