Consideration of the Calendar Second Reading of House Bills HB 196 CS FOR HOUSE BILL NO. 196(RES) "An Act relating to carbon sequestration; and providing for an effective date" was read the second time. Senator Ogan, Chair, moved and asked unanimous consent for the adoption of the Resources Senate Committee Substitute offered on page 3415. Without objection, SENATE CS FOR CS FOR HOUSE BILL NO. 196(RES) was adopted. Senator Ogan offered Amendment No. 1 : Page 1, line 5: Delete "(a)" Page 1, lines 6 - 10: Delete all material. Renumber the following paragraphs accordingly. Page 1, lines 13 - 14: Delete "and help offset carbon dioxide emissions from other sectors of the economy"
