Senator Ellis withdrew his objection to the motion to return to                                     
second reading for the purpose of a specific amendment, that being                                  
Amendment No. 1. There being no further objections, the bill was

Senator Ben Stevens offered Amendment No. 1 :                                                        
                                                                                                    
Page 3, following line 21:                                                                          
         Insert a new bill section to read:                                                         
   "* Sec. 7.  The uncodified law of the State of Alaska is amended                               
by adding a new section to read:                                                                    
         RETROSPECTIVE EFFECT.  This Act is retrospective to
