And so, SB 389 passed the House.                                                                    
                                                                                                    
Representative Joule declared a conflict of interest for his vote on                                
SB 389.                                                                                             
                                                                                                    
Representative Coghill moved and asked unanimous consent that the                                   
roll call on the passage of the bill be considered the roll call on the                             
effective date clause.  There being no objection, it was so ordered.                                
                                                                                                    
SB 389 was signed by the Speaker and Chief Clerk and returned to the                                
Senate.

SB 260                                                                                            
Representative Meyer brought up reconsideration of the vote on HCS                                  
CSSB 260(TRA)(efd fld) (page 4080).                                                                 
                                                                                                    
The following was again before the House in third reading:                                          
                                                                                                    
    HOUSE CS FOR CS FOR SENATE BILL NO. 260(TRA)                                                    
    "An Act relating to metropolitan planning organizations and to the                              
    policy board of the metropolitan planning organization for the                                  
    Anchorage metropolitan area; relating to transportation planning                                
    in federally recognized metropolitan planning areas; and providing                              
    for an effective date."                                                                         
                                                                                                    
The question to be reconsidered:  "Shall HCS CSSB 260(TRA) pass
