      "An Act relating to motor vehicle emissions; and providing for an                             
      effective date."                                                                              
                                                                                                    
and recommends it be replaced with:                                                                 
                                                                                                    
      CS FOR HOUSE BILL NO. 81(STA)                                                                 
      "An Act relating to motor vehicle emissions and to inspection                                 
      decals and fines relating to motor vehicle emissions; and                                     
      providing for an effective date."
