    "An Act relating to the Alaska Securities Act, including reports,                               
    proxies, consents, authorizations, proxy statements, and other                                  
    materials, civil penalties, refunds of proceeds from violations,                                
    restitution, and investment adviser representatives; and providing                              
    for an effective date."
