The Labor & Commerce Committee has considered:                                                      
                                                                                                    
     HOUSE BILL NO. 36                                                                              
     "An Act relating to electronic mail activities and making certain                              
     electronic mail activities unfair methods of competition or unfair                             
     or deceptive acts or practices under the Act enumerating unfair                                
     trade practices and consumer protections."                                                     
                                                                                                    
and recommends it be replaced with:

     "An Act relating to unlawful electronic mail activities and making                             
     certain electronic mail activities unfair methods of competition or

     practices and consumer protection laws; and providing for an
