Representative Coghill moved and asked unanimous consent that the                                   
roll call on the passage of the bill be considered the roll call on the                             
effective date clause.  There being no objection, it was so ordered.                                
                                                                                                    
The Chief Clerk notified the Senate.

Representative Coghill moved and asked unanimous consent that the                                   
House consider the Senate message (page 3757) on the following at                                   
this time:                                                                                          
                                                                                                    
     CS FOR HOUSE BILL NO. 213(FIN)                                                                 
     "An Act relating to a provisional driver's license and to issuance                             
     of a driver's license; and providing for an effective date."

Representative Coghill moved that the House concur in the Senate                                    
amendment to CSHB 213(FIN), thus adopting SCS CSHB 213(FIN),                                        
and recommended that the members vote yes.
