The Labor and Commerce Committee considered SENATE BILL NO.                                         
280 "An Act permitting grants to certain regulated public utilities for                             
water quality enhancement projects and water, wastewater, and solid                                 
waste systems" and recommended  it be replaced with:                                                
                                                                                                    
          CS FOR SENATE BILL NO. 280(L&C) "An Act                                                   
          permitting grants to certain regulated public utilities                                   
          for water quality enhancement projects and water
