The Health, Education and Social Services Committee considered                                      
SENATE BILL NO. 256 "An Act relating to the certificate of need                                     
program; and providing for an effective date" and recommended it be                                 
replaced with                                                                                       
                                                                                                    
          CS FOR SENATE BILL NO. 256(HES) "An Act                                                   
          relating to the certificate of need program;                                              
          establishing a working group on the certificate of                                        
          need program; establishing a temporary moratorium                                         
          on the issuance of certificates of need related to                                        
          certain types of psychiatric beds for children and                                        
          youths; relating to children's mental health services;                                    
          and providing for an effective date."
