The Finance Committee considered SPONSOR SUBSTITUTE FOR                                             
SENATE BILL NO. 223 "An Act referencing the award of good time                                      
and restricting release on mandatory parole for prisoners serving                                   
certain sentences who fail to attain certain minimum educational                                    
standards; and providing for an effective date" and recommended the                                 
adoption of the Judiciary Committee Substitute offered on page 2171.
