IX, sec. 17(d), Constitution of the State of Alaska; making an appropriation to balance revenue and general fund appropriations; making an appropriation to the Department of Revenue for management of the constitutional budget reserve fund; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date" which had failed to advance to third reading (page 3676), was before the Senate. Senator Halford offered Amendment No. 1 : Add new Section: DEPARTMENT OF PUBLIC SAFETY. The following appropriations are made to the Department of Public Safety for the fiscal year ending June 30, 2002: 2002-05-18 Senate Journal Page 3681 (1) the sum of $172,900 is appropriated from the general fund to the Department of Public Safety, Alaska state troopers, prisoner transportation, for increased prisoner transports; (2) the sum of $125,300 is appropriated from the general fund to the Department of Public Safety, Alaska state troopers detachments, for increased fuel costs; (3) the sum of $40,000 is appropriated from the general fund to the Department of Public Safety, Alaska state troopers detachments, for recruitment academy training costs; (4) the sum of $59,000 is appropriated from the general fund to the Department of Public Safety, Alaska state troopers detachments, for costs of hiring emergency guards in situations where there are no jail facilities; (5) the sum of $87,500 is appropriated from the general fund to the Department of Public Safety, Alaska state troopers detachments, for medical examination costs of victims of sexual assault and sexual abuse. Senator Leman moved for the adoption of Amendment No. 1. Senator Ellis objected, then withdrew his objection. There being no further objections, Amendment No. 1 was adopted. Senator Leman offered Title Amendment No. 2: Page 1, line 4, after "reserve fund;" Insert "making supplemental appropriations from the general fund;" Senator Leman moved for the adoption of Amendment No. 2. Without objection, Amendment No. 2 was adopted. Senator Leman moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. Senator Leman moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered. Senator Leman moved that the constitutional budget reserve fund section be adopted. The question being: "Shall the constitutional budget reserve fund section (Article IX, Section 17(c) Constitution of the State of Alaska) be adopted?"
