The Judiciary Committee considered SENATE BILL NO. 161 "An                                          
Act relating to the withholding of salary of justices, judges, and                                  
magistrates; relating to requiring prompt decisions by justices, judges,                            
and magistrates; and relating to judicial retention elections for judicial
