The Judiciary Committee considered SENATE BILL NO. 142 "An                                          
Act giving notice of and approving a lease-purchase agreement with                                  
the City of Seward for the construction of an addition to the Spring                                
Creek Correctional Center for the purpose of providing secure                                       
classroom facilities and housing for prisoners committed to the                                     
custody of the commissioner of corrections; and setting conditions and                              
limitations on the facility's construction and operation." Signing do
