The Finance Committee considered SENATE BILL NO. 140 "An Act                                        
relating to regulation and licensing of certain water-power                                         
development projects" and recommended it be replaced with                                           
                                                                                                    
                   CS FOR SENATE BILL NO. 140(FIN) "An Act                                         
            relating to regulation and licensing of certain water-                                 
               power development projects; and providing for an
