The Finance Committee considered SENATE BILL NO. 103 "An Act                                        
relating to election campaigns and legislative ethics; and providing for                            
an effective date" and recommended it be replaced with                                              
                                                                                                    
                   CS FOR SENATE BILL NO. 103(FIN) "An Act                                         
           relating to election campaigns and legislative ethics."
