Senator Kelly, Cochair, moved and asked unanimous consent that the                                  
Finance Committee referral be waived on CS FOR HOUSE BILL NO.                                       
2003(FIN) "An Act relating to construction, rehabilitation, and                                     
improvement of schools and education-related facilities; relating to                                
municipal bond reimbursement for school construction; and providing                                 
for an effective date." Without objection, the bill was referred to the                             
Rules Committee.
