Senator Kelly, Cochair, moved and asked unanimous consent that the                                  
Finance Committee referral be waived on CS FOR HOUSE BILL NO.                                       
177(STA) "An Act placing certain special interest organizations within                              
the definition of 'group' for purposes of Alaska's campaign finance                                 
statutes; and requiring disclosure of the true source of campaign                                   
contributions." Without objection, the bill was referred to the Rules
